(CNN) — Authorities are formally investigating whether Michael Brown’s stepfather intended to start a riot November 24 when he spoke to a Ferguson, Missouri, crowd after the announcement that a police officer wouldn’t be indicted in Brown’s death, Ferguson’s police chief said Tuesday.
No charges have been filed in the incident, in which a New York Times video shows Louis Head screaming, “Burn this bitch down” and “Burn this motherf—er down” shortly after St. Louis County Prosecuting Attorney Robert McCulloch announced that Officer Darren Wilson wouldn’t be indicted for fatally shooting Brown on August 9.
But Ferguson police have interviewed people who were with Head when he addressed the crowd, Ferguson Police Chief Tom Jackson said. Police have not yet spoken to Head but expect to do so, Jackson said.
